ENGLISH PROFICIENCY CERTIFICATE
I am currently working on my PhD online application at National Yang Ming University and have submitted everything except the English proficiency certificate which I assumed its not needed because in Swaziland English is an official language and medium of instruction at school and universities. unfortunately upon submitting my application online, it DOES NOT go through, which I assume its because of the missing document. may you kindly help as to how can I get this document soonest.

contacting the Taiwan embassy in Swaziland
i have tried to email the Swaziland embassy but it keeps failing is there a way you can help to maybe ask them to check whatever is not right with their email and put an accessible email address on their "contact us"?
