I am currently working on my PhD online application at National Yang Ming University and have submitted everything except the English proficiency certificate which I assumed its not needed because in Swaziland English is an official language and medium of instruction at school and universities. unfortunately upon submitting my application online, it DOES NOT go through, which I assume its because of the missing document. may you kindly help as to how can I get this document soonest.

Request for Assistance to complete my MsC
I have had the honor of developing and managing a communication system, for an ongoing Swaziland Government Project you have sponsored. To improve the management of this Project(you have generously sponsored), I engaged in a Masters Course in Leadership. I have paid half of the tuition fees and I was wondering if you could assist in paying the balance. This would greatly improve my performance inthe management of the Project(Outstanding amount E32000) Thanking you in advance. luckygatj@gmail.com (76424770)
