Does the consulate in Boston conduct interviews for those seeking a residency permit to move to Sweden to live with a sambo?

Trying to find any descendants of grandfather
To Whom it may concern:
I am trying to discover if my grandfather has any living descendents in Renon,Sweden. He emigrated to the U.S.A. in the 188os.His name was Charles A.Sanborn (Sanlun)He was sixteen at this time.If there is any way you could direct me it would be appreciated.

I have the following information about hime.

Date of arrival: N.Y. 1880
Occupation:Stevedore
Marriage:Septembe,19,1892,Portland,Maine
Death:September,27,1916
