Obtaining copy of my birth certificate ?

Passport renewal
Good day, my husband is from St. Vincent his passport has expired. How can we go about getting it renewed. I am a us citizen he is a permanent resident of the US. Please instruct me how I can get his passport renewed. Thank you!
