All - Although applicants for Mumbai are luckier with feb applications getting completed, status for Delhi is as below:
Visa system is up again, unfortunately there is a backlog because of the system being down, also no permits issued since Jan. 2014 as there was no Home Affairs representation at the Mission, we will process as soon as possible starting with ones submitted in Jan. 2014, however we must also deal with the visa backlog at the same time

I applied on 9th April, received on 6th May.
