If in India, where in India ? Mumbai or Delhi ?

Has anyone recently applied for Relatives Visa ?
I am married to a South African Citizen. I have applied almost 6 weeks ago at Mumbai. Still no feedback.
:(
Alright, yes this is mandatory for the application I guess... this takes 3 weeks the process of obtaining this certificate
So in other words, there are 2 docs provided:
1. IITPSA membership confirmation - seperate fee
2. Critical skill certificate - seperate fee (over and above the membership/registration fee) embossed seal
@Mahesh, are you referring to another doc apart from these 2?
