Is this a fraud or not?

SCAM: McPhil Engineering & Building Construction Co,Ltd
Scam because of the following reasons (I look from technical perspective:
1. The documentation they send is in JPG format (Not easily editable, quality also bad. Images look pasted and the seal is a red dot)
2. They want you to pay money through MONEY GRAM (Not official bank account which could be traced)
3. Money is to be paid to a personal account (Not a company account)
4. A big company like this should have a website (they don't)
5. The email address you are sending info to is a hotmail address (not an official domain, which can be traced)
6. And really usd399.... now thats just bulls..t.
7. If you really want to pay, go to your bank and confirm banking details linked to the company name.

Seen the consistency of this and my own better safe than sorry I BELIEVE IT IS A SCAM AND HOPE NO ONE PAYS IN ANYTHING. I hope there is a way to stop then and victimizing honest hard working people like this.
