Hi, i was born in samoa, new zealand citizen, residing in australia. I have lost my samoan birth cert and my passport is expired so cant go anywhere...how do i obtain a new birth cert??

Just wanting to know if you can still travel to samoa on a one way ticket though you are nz citizen and when you are ready after the long break to then come back or do I have to get a return fare?
