To get romanian visa first need invitation letter from romanian cityzen or romanian company and with this invitation can apply for visa

Applying Visa
Hi Sir/Madam,

Attention: Visa Section

Good Morning,

I would like to know what are the requirement for applying visa to Romania. I'm Filipino and working here in Penang and I have a face to face meeting to Sibui for 5 days and my company will pay all the cost and expense. With this, Can you please help me to send what are the processes and documents needed for me to able to have a Visa. My trip will be on May 17 to May 22, 2016.

How long the processing?
How much the VISA Fee?
Do I need to go their for personal interview? Although I have a Shengen Visa cause I travel in EUROPE - Germany for meetings and workshop every year.
