How to find out when, in the near future, if staff from the consulate will come to Edmonton to assist portuguese nationals? It is very inconvenient AND expensive to travel to Vancouver!

I am a Canadian Citizen applying for my Portuguese dual passport. Both Parents were born in Portugal and I was born in Paris, France. The only papers I have is a "Cedula Pessol", a Contribuante #, and a birth certificate from 1965 from the Portuguese General Consul in Paris. Would this be sufficient to apply?
