Can I apply for the Schengen visa at the Manchester consulate or will I have to visit the London Embassy.

I’m writing to share my experience to apply for visa at Portugal consulate in the UK to attend the conference.
I called the consulate at Manchester (01612360990) as soon as I received the invitation letter and followed the instruction given by the answering machine for Appling visa to Portugal (to send an email or fax). I realised that the email given to me by the answering machine is incorrect (consulado@manchester.dgaccp.pt)?????!!!
I had to come to visit the Portugal consulate at Manchester to clarify the right procedure for visa Application. I was not allowed to meet any one of the and I was asked to email or fax my application to the following email /fax (consulado.manchester@mne.pt) /01612362046 (No link was given to me complete my application). I send fax and email (attached) with all the requested details for application appointment on 13/02/2017 and no response so far from the consulate.
I resent the email and the fax through consulate at Manchester replied to complete the application online form using the link provided by them self-using (browser – Firefox) . I tried to fill the form as they requested with No use?!! (Online application is not working properly)
