You can go to Portugal embassy Islamabad, give them your original passport ( don't need to attest from foreign affair office first ), they will make copies and attest for you. sometimes they denied to attest but you explain them that its requirement from SEF in Portugal to submit family visa application. You can submit your district certificate without legalised it from Portugal embassy. There is a news ( not authentic), in near future they are going to set up a new procedure for Pakistani ppc in Portugal but you can submit yours district certificate now. Be sure don't submit your case until you are exactly complete six years from the date you was get your first resident permit. Best of luck
