I didn't said that SEF will issue a new approval letter with new validity. I also red here which someone mentioned that SEF will issue a new approval letter by submitting an application.
I came to know by the embassy of Pakistan in Lisbon that Embassy of Portugal in Islamabad will accept all expired SEF APPROVAL LETTERS.

Who told you Sef issue new letter did you got already new letter
I wend there so many time but they said , they can't do nothing they issue only one time this letter .
Only way to get new letter apply again and all process again

if someone has a portgase marriage certificate does he needs SEF approval letter for visa or portugase marriage certificate is enough for visa applying. my wife is a portugase national.
