Keri, In addition to Maria's comments/suggestions, which are accurate, I would like to add, the last time I checked, para viagem is segregated/indexed according to Talukas/Area of Residence.
If you know the address of the concerned person you are looking for, at that time, it will help you a great deal and save time.
If not you will have to scan through all those booklets which are tattered.
FYI: I know this because I was helping my neighbours, Pre-Covid. If things have changed, do let us know.
The MEA puts an Apostile stamp on documents and they DO NOT put this stamp on any CHURCH related documents, maybe birth, marriage or residence issued by your local parish or the bishops house.
It is the central government that put this law in place about six to seven years ago. However this law does not apply to government issued documents issued anywhere in the country and this law is applicable all through out India.
Now just maybe you should Just dip your face in cowdung and stop spreading rumours!!!!!!!!

Since the Mantralaya of Mumbai is not attesting your Mumbai church documents, You can try an alternative method of apostilling the church marriage certificate through SDM attestation (Sub-Divisional Magistrate Attestation). This method is for personal documents like marriage certificates, birth certificate, educational certificates, etc and the attestation is done entirely in Delhi.
You can contact this agent below and ask if they can attest your Mumbai church marriage certificate through SDM basis. They might be able to help you find the solution to your problem.
