u need to get down near Acdil if you r going by bus..best is call n go... Her assistant will guide u.... Fatima has worked for portuguese counsslate in Panjim... guys before going plz call... N confirm the time u r reaching there.. As she is closed between 1pm n 4pm

Yes that's possible actually. I was told by a friend too that some new law has come to force so if anyone here has info regarding any new rules/laws that's changed regarding nationality please share it here so people will be aware.
