It is a scam and they will try to rip you off.
Unfortunately this is a scam used to get money out of unaware people.
The process to employment in Portugual (or any other EU country) isn't that straight forward as you can think.
You SHOULD contact the portuguese authorities and check what are the requirements, ideally if you're a Filipino, contact the Filipino embassy in Lisbon, they are very helpful and will tell you all you need to know.

Honorary Portuguese Consul in Philippines
Dear all,

I'm in the process to get all the documents to get married with a Filipino citizen.
First, be aware that it is very complicated and time consuming!!
Second, the Honorary Consuls in Manila and Cebu are just representative figures and have no powers whatsoever. Kind like the Queen in the UK :-P
Lucky me I have a fabulous team in the Portuguese Consulate in Manchester and they have been the most helpful bunch.
The solution that we found for all the documents is to liaise with the Filipino embassy in Lisbon. This is simply because they know how the Portuguese documents look like and they can authenticate them fairly easy as long they are authenticated by the Portuguese Foreign affairs office (Ministério dos Negocios Estrangeiros).
Regarding those of you who wish to visit Portugal, you should go to (or contact for guidance) the Portuguese embassy in Jakarta as they are the ones dealing with any issues in the Philippines.
