I tried many times but only the Terms and Condition page is coming.

Bank opens at 10 AM and visa fee submitting time depends on rush, it can vary from 10 mins to 30 mins. Better deposit it in advance and not on the same day. You can ask somebody of your known to deposit Visa Fee beforehand.

My visa slot time is 10:18am and is it possible to pay the visa fee at bank and come back exactly at the alloted time for visa.

Yes, You need to book Work Visa instead of Schngen Visa. They will not accept application if you booked different category.
Try Mailing Embassy and tell them about ur situation and wait for reply. Else call them also
