I am from Philippines and My boyfriend is from Tibet. He's currently living in Dharamsala as a refugee. We're planning to go to Philippines on either May or June and I would like to know if he can get a visa with only his RC with him. As they don't have a proper passport.
And how long will it take to process the visa?

so many time i tried to to go but always having problem and ambassy also not given any support. theni heard that philippines tourisum going to on arrival visa this march.. just i want to know is it correct or fake?..please let me knwo i will find another way
