The postal restrictions seem to be rather strict. Is this list that the USPS uses correct.? If so, can one receive waivers for parcels destined for family in Peru?

La Direccion General de Aeronautica Civil (DGAC) en Lima me esta pidiendo legalizar documentos en el consulado de Peru en USA. Es posible hacer esto en el consulado de Atlanta? Es necesario que yo vaya en persona o puedo mandar a una persona para yo no tener que viajar.
