My wife and I, who are Malaysian passport holders, will be joining a cruise on the ship MV Monarch departing from Cartagena, Colombia on January 27, 2018.
The cruise company has advised us that any persons who are not U.S. or Canadian passport holders must verify visa requirements with the embassy, consulate or immigration office of the countries listed on our cruise itinerary. Failing which, we will be denied boarding to the ship.
The ship will call at the Port of Colon in Panama on February 02, 2018, and we wish to go ashore to join a land excursion to see the city of Colon.
From our knowledge, we are aware that Malaysians do not need a visa to visit Panama. But in view of the ship company’s requirement as stated above, we will appreciate if your Embassy will provide us with a written document confirming that Malaysians do not need visa to visit Panama.

Dear Sir/Madam,
My name is Jan Richman Napitupulu from Indonesia. I would be grateful if you could advise how to make Panama Seaman Book, Orion Certificate from Panama and SAT (Ship Awareness Training) endorsed from Embassy of Panama in Singapore. I have came to Panama Embassy in Indonesia, and I was assisted by Mr. Zaenal. He told me that the cost is $ 775 and it's not including medical record from hospital. The cost covers Panama Seaman Book, Panama Steward License and SAT endorsement. According to my agent under Panama Flag, MSC, the cost is $ 875.
As I received email from Panama Embassy in Toronto, Canada the cost for Panama Seaman book is only $250 but it's not including medical record.
It seems that the cost for processing all the requirements in Jakarta is very expensive compare to the information that I received from Panama Embassy in Toronto, Canada. Appreciate if you could advise why the cost difference is obviously so high in Jakarta?
Is it possible if I want to go to Singapore to make Panama Seaman Book, Panama Steward License, Panama Orion License and endorsed SAT? How long does it take to make all the documents? How about the medical, could I do medical check up in Jakarta hospital? Mr. Zaenal recommended me to go to hospital at the port, so should I bring medical record from my country or I should I make medical check up in Singapore if I do the whole process there?
