Paul and Robert, this happened to me too. When you call stay on the line, so not hang out and it will give you an option to speak to someone or directly connect you. I have emailed and left messages and have received no responses until today. My mom called and she just stayed on the line and did not leave a message and someone answered.
If you are a US citizen, you should be able to come without a visa prior to coming and I believe you can pay before leaving miami or once you arrive to panama a approx 15-20 $ fee to enter.
Juan si eres de panama pero estudiastes en los EEUU..manda tus creditos academicos (cerrados) y tu diploma al consulado en Miami. Si eres panameño no tienes que pagar solo manda una copia de tu cedula, o pasaporte, or certificado de nacimiento, y una carta indicando que quieres autenticar tus documentos y a donde mandar los documentos.

I have called all week with no answer and have been to the building 4 different times and no one is there.
Is there anyone working at this office? The mailbox is full so you cannot leave a message and if you hit the operator button it just rotates the message and no one answers. What a disgrace for an Embassy to conduct business in this manner!

You can never talk to a person, only a machine and then the mailbox is always full so you can't even leave a message. Panamanians really don't care if you visit their country or not.
