Good day Sir,I was a panama master since 2000 and my COC expired on 17 th Dec 2015 ,how can I get it renewed

My C/E coc has expired on 18/05/2015.Since then I am in touch with the Panama consulate in Mumbai,India.But they are not responding.Please let me know if I can renew it directly from Manila.

My ce coc is expiring in Feb 4 till now I don't know how to renew it .Although I am continuously in touch with Panama consulate in Mumbai. They don't have any idea what we have to do. Please guide me how i can renew my coc.

Am a holder of panama coc class III and I have already completed my required seatime for upgradation to class II.and I have been trying to upgrade my coc since from last 5 months.I want to know wheather upgrade or renew possible or not? And if yes then when its about to start the process. I humbly request you to help me out to over come this situation. Awaits a reply from you, Sir.

STCW 2010 IF SO WHAT ARE THE CHARGES AND HOW TO REMIT THE SAME IN PANAMA CONSULATE MANILA OFFICE BANK BRANCH???
