Subject: ABDUL JALAL S/O ALIF GUL BODY NO.
3308-14
It is submitted that my son namely Abdul Jalal was went to Malaysia for work. Before going to Malaysia he was suffering from high depression / Schizophrenia. He was given treatment and become normal.
He works in Malaysia for more than eight months and due to his loss of passport and other documents, and presently prisoner in the jail (Pakan Nanas Johor Bharu Malaysia). We belong to a poor family and after his return from Malaysia to Pakistan we are not able to give him treatment and he will get more tension here as no Government support in Pakistan is available for such like patients.
It is humbly requested to kindly release from jail as he is already in abnormal condition and proper treatment may be given at Malaysia as well developed from Pakistan. The law and order situation is also worst as no NGO’s/International welfare organization work voluntarily like Malaysia.
APPEAL OF THE MOTHER IN THE LIGHT OF THE BELOW FACTS / REASONS/ HUMANITARIAN GROUND
WORLD HEALTH ORGANIZATION (WHO)
Analysis of suicide reports, based over a period of two years, showed over 300 suicidal deaths in Pakistan. The majority of men who commit suicide tend to be unmarried, however, is the opposite. Research also indicated that the majority of subjects were under the age of 30 and that "domestic problems" are the main reason stated for suicide. These include unemployment, health issues, poverty, homelessness, family disputes, depression and a range of social pressures. Hanging, use of insecticides and firearms are the most common methods for carrying out suicide in Pakistan.
POVERTY IN PAKISTAN
The Pakistani government to estimate those living in poverty was challenged by the World Bank and the United Nations Development Programme (UNDP). At that time, the government estimate was that 23.9 per cent of the population lived below the poverty line.
TERRORISM
The curse of suicide bombing did not let Pakistanis live freely even in 2013 as some 710 people
lost their lives in 47 such attacks.
Suicide bombers have hit the country 376 times, claiming 5,714 lives, the Annual Report on Suicide Bombing in Pakistan. Masajid and Imambargahs were also targeted while a church came under attack too in Peshawar. The militants also carried out suicide bombings in Peshawar High Court, Sardar Bahadur University Quetta, Bolan Hospital Quetta and a hospital in Bajaur Agency. In KPK, most affected district remained Peshawar where nine suicide attacks were recorded during the year.
MENTAL PROBLEMS
UNIVERSITY OF MANCHESTER, MANCHESTER ROYAL INFIRMARY, MANCHESTER OXFORD ROAD, MANCHESTER
This study confirms the high prevalence of depressive disorders in Pakistan and suggests that this may be higher than other developing countries because of the high proportion of the population who experience social adversity.
Until recently, it was generally believed that persons with major mental illness such as schizophrenia and bipolar illness were not more likely to commit violent crimes than the general population. However, a growing body of evidence has shown a relationship between mental illness and violence, especially among persons who are psychotic and do not take their medications.
Mentally ill persons who have been in jail may not be able to gain access to community treatment even when it is available. These persons have been described as resistant to treatment, dangerous, seriously substance abusing, and “sociopathic”, characteristics generally not considered desirable by most community mental health agencies. Further, since many of these agencies may not have the capability to provide the needed structure, limit setting, and safety for staff necessary to successfully treat these persons; their reluctance to treat them may be appropriate.
THE ROLE OF THE POLICE
A large proportion of acutely mentally ill persons come first to the attention of the police. Even if the police consider the problem to be mental illness, the mental health option can involve a number of problems and irritants. There may be long waiting periods in emergency rooms during which police officers cannot attend to other duties. Mental health professionals may question the judgment of police and refuse admission, or they may admit for only a brief hospital stay a person who just a short time before constituted a clear menace to the community
In addition, law enforcement officers may be more inclined to take mentally ill persons to jail if they believe no appropriate community alternatives are available, a practice that has been referred to as “mercy booking.” Although this practice may be viewed as unconstitutional, the vast majority of states have not enacted legislation against detaining noncriminal mentally ill people in jail.
Standard Minimum Rules for the Treatment of Prisoners (Mental case)
ADOPTED BY THE FIRST UNITED NATIONS CONGRESS ON THE PREVENTION OF CRIME AND THE TREATMENT OF OFFENDERS, HELD AT GENEVA IN 1955, AND APPROVED BY THE ECONOMIC AND SOCIAL COUNCIL BY ITS RESOLUTIONS 663 C (XXIV) OF 31 JULY 1957 AND 2076 (LXII) OF 13 MAY 1977)
37. Prisoners shall be allowed under necessary supervision to communicate with their family and reputable friends at regular intervals, both by correspondence and by receiving visits.
