የሆኖ ሆኖ በኤች አይቪ ምክንያት የሚሞትና ስርጭቱ ቀንሷል በሚል ርዳታ ያጣው መንግስት የኤች አይቪ መመርመሪያ ኪቶችን እየደበቀ ለጤና ተቋማቱ ባለመስጠት ኤች አይቪን ሆን ተብሎ እንዲሰራጭ እና ትኩረት በማግኘት በኤች አይቪ ስም የሚገኘውን ገንዘብ ለመብላት በሚል ስራ እየተሰራ ይገኛል፡፡ በዚህ መሰረት የኤች አይቪ መሳሪያዎች በጤና ተቋማቱ አይገኝም፡፡
