How to secure a passport for a newborn

I need travelling document for my Son to come back to Nigeria to renew Passport

I need you to issue travelling document to my Son in Eastern Mediterranean University, Northern Cyprus to come back to Nigeria immediately to renew his passport that expired since last year and do some other private things in the family. BVN Registration
Good day, am a student of Near East University Northern Cyprus. My bank account is closed due to non-compliance with BVN registration. I would like to know if the registration can be done in Nigerian Embassy, Ankara or any other appropriate place in Turkey.
