I have just recently come across a service which allows you to fill out or edit PDF forms online without having to download any software. I was able to print out my document and even fax it online.
I'm sure you will definitely find the service useful and easy to use.

Dutch Government Sponsored Programmes
I am a government worker in the Ministry of Community Development, Mother and Child Health. When I had started work in 2006, I had come across a circular that was inviting Government to apply for courses in the Netherlands which were fully sponsored by the Dutch Government for as long as they relate to the nature of work that one does, but now I don't see them. Please enlighten me more on these courses. I am employed as a Community Development Assistant and I would very much want to sharpen my work skills by going for further training.
