I got 3 years residence uae visa, after copleted 2 years i went to leave in my native place nepal.now expired the uae visa also. because of my family problem i colud not get back to uae. so i want know there is any ban for me to get new visa again ?

In our company, a person name Mr. Kripal Indra Bhadur was working as a supervisor from last 1.5 years. We have kept faith on him. But before 04 month he has done big fraud in our company & went away. i am from dubai. i am staying here from long time and now i try to bring my brother also.so i gotfor him Imigration online visa from one company then i sent visa copy and cantract letter also. But now the problem is in lavour office they need original visa and contract letter with ambassy stamp.
they bring new rules that good but without any information how they change their rules.may be some people knows that like manpower...but for us its very hard now. atleast they can give news in news paper or tv..isnt it or not??? now i need to bring him as soon as possible in 5days?It's possible to get stamp in online visa?
