You don't need the approval of the embassy. He will need a celibacy certificate to be issued in Morocco and certified in Malaysia. It can be issued in the locality where he is from in Morocco.

I'm a Malaysian woman and my fiance is from Morocco. We're planning to get married here. One of the procedure is, he need to have The approval letter from the embassy / consulate of the country of his country (Morocco). I would like to know if i can get the letter on his behalf before his arrival in order i provide all his particulars (passport) or he need to attend the embassy by himself?
