No Embassy of Mongolia in Philippines. Honorary Consulates exist in both countries. Are they authorized to issue work visas? If not what is procedure?

i am a citizen og ghana and i will like to travel to mongolia,but there is no mongolian embassy in my country,where can i apply from ,because the only mongolian embassy in africa is in cairo and it will save cost if i can travel through singapore ,then to mongolia.whats your advice please.?
Our Client will be travelling to Mongolia from South Africa.There is no Mongolia Consulate in South and the only Embassy is situated in Egypt-Cairo.Hence she will be trvalling thru' Singapore where she will obtain a Visa for Mongolia.Please advise how long the Visa takes to process and how much is involved.Please send all the details including the Visa form and requirements and also advise if the forms application etc can be emailed then the Passport will be presented on arrival.Kindly send your reply to tvp.sandowntravel@gmail.com
