Could you please clarify the following:
how can citizens of Armenia living in Armenia obtain inbound tourist visa to Mexico from the Embassy of Mexico in Moscow. Is it possible to get it without being present at the Embassy, i.e. send the passport of the citizen to the Embassy via another person.

I live in Belgium. We want to visit Mexico for 8 days, as tourits.
I have russian nationaly and belgian residence permit.In my international passport I have american visa till 2018. My daughter have american visa also untill 2018, but in old international passport.
My question is:Do I need still Mexican visa If I take 2 passpots-old passport with visa and new without?

I got my Mexican tourist visa approved in Moscow by Mexican consul but I could not enter to Mexico. I was stopped and returned by customs without of any explanation. How I can compensation my airfare tickets when I couldn't enter to mexico with my Mexico approved visa.
