Passport renewal

I live in Dublin and my passport is due to expire this year.
What is the procedure to renew in London ?

Absolutely disappointing and poor service.
I tried to call the embassy to find out something. My question would've taken no more than 2mins but instead I was holding on line listening to the boring unwanted tune for exactly 15.42 mins. Suddenly after 15mins I got voice saying 'the embassy is now closed'. This was at 10am. Now I am aware that the embassy closes at 12pm that's why I tried to call early & held the line for so long hoping somebody will answer it. If you cannot help the customers at any time what is the point of the office?

Passport Renewal
Dear Sir/Madam
I have lived in England for nearly 50 years now but I have been to the High Commission only once. I remember the staff being very polite and helpful. It was a real pleasure going to the High Commission.
I will appreciate your advice in this matter. I am writing on behalf of a Mauritian friend who lives in Aberdeen (he is elderly like me). He has a Mauritian passport which expires next week, and he is leaving for Mauritius in four weeks' time. He would like to renew his passport before he leaves.
I would like to help him in this matter as I live in Hillingdon, which is only down the road from you.
May I ask him to forward his passport to me and I take it to your office on his behalf for renewal?
Is there any paperwork that he needs to submilt as evidence of identification?
Would you mind advise me accordingly please.
