I have Schengen Visa from the German Embassy, yet I didn't travel to Germany yet and the visa is valid till 2015...is it allowed to go to Malta as my first entry or should I enter the German territory first?

I am Maltese/Australian and will be traveling to Malta this summer to see my family. Can my Lebanese fiance get a tourist visa for Malta? He only holds a Lebanese passport.
