End of validity Macedonian passport

My wife is from Macedonia and the validity of her Macedonian passport expires the 28.06.2015.
My wife has an F Card Belgian residence till 09.06.2020.
I know that at your embassy my wife can ask for a new passport,but once in 3 month you guys have a fotograph who takes pictures for the passports.

When is the next date when my wife can come to apply for a new passport please?

And can I know the documents she has to have to complete this demande?
