Hello, I am a lebanese passport holder and am planning to visit La Paz, I heard I can get a visa on arrival, is this the case? Please advise.

Dear Sir or Madam,
I have a bolivian passport and bolivian origin and i am currently studying in Berlin Germany with a residency there.
I am traveling to Beirut on the 14th of May 2016 and I would like to know if I can obtain a one time entry visa at the airport with my passport, return ticket and hotel address provided.
