i am lebanese living in beirut , i have my uncle who lives in new zealand ,i want to ask about the procedure to be taken ,to have a power of attorney to replace his absence in lebanon,

I worked in Lebanon for 5 months in 2006 and need police clearance in order to apply for Australian citizenship. How do I go about doing this?
