Can I visit Japan without VISA

inquiry about my flight back home in Cebu Philippines through Narita Tokyo
Dear Sir/ Madam: This is our first time to travel back home in Cebu Philippines through ALITALIA to Narita Tokyo. We do not have a connecting flight. Therefore we need to take our luggage and atransfer in order to continue to check in into another airlines for Philippines Cebu our final destination. My question is: in the japanese immigration upon checking in, do we need to present some kind of letter or any permit to transfer aside from our tickets of another airlines bound to Cebu Philippines??? Please, have me responded because WE WILL HAVE ALREADY OUR FLIGHT THIS 27 NOV. 2018 DEPARTING ROME FCO THEN ARRIVING IN NARITA TOKYO ON 28 NOV 2018. We are both workers here in Rome with permesso di soggiorno.... Grazie
