Comments on this Consulate-General
My Japanese wife is applying for a partner visa to live in Australia and she needs to submit a certified copy of the koseki tohon along with the certified translation provided by this consulate. When she asked for the original back after providing her with this translation they refused and gave her a simple photocopy instead, which of course is useless. She then had to email several times and a staff member said that he couldn't understand why we needed the original. Eventually they gave it back to her, though another member of staff said that we could easily get another koseki tohon from Japan. Which is easier: to hand over the original in Penang, or to apply for another from Japan? I was not impressed with the attitude of the staff. Surely they are there to help rather than hinder? And why do they think it so strange that we need the original in order to make a certified copy, when certified copies are always required by consulates and other government departments all over the world?
