impossible to talk to,will not answer the phone,they just do not care, who is paying these people there wages? they do not seem to be there. i can not find the link to make an appointment i rate them out of 10

I have found it impossible to deal with the embassy to get simple information. They will not answer the telephone, answer emails and you cannot turn up without an appointment. I just want a simple question answered. How do I do this? I am not impressed with their service at all-they make it as hard as possible to be contacted.
I would like to apply for an italian passport. My mother and both grandparents were born in Italy but are now Australian citizens. My grand parents receive pensions from Italy and nonno did war service there. Am i eligible to get a passport?
