student visa
I applied for student visa but it has been refused i did not understand why they refused they did not give me any good reason and i submited my passport 07/03/2012 and after two days they return my passport. they gave me these reason as follow.

Under the provisions of Art.4, paragraph 2 of Law 286/98 as modified by Law n.189 of 30.7.2002, You are notified that your request for Visa for the purpose of study has been refused, because You did not meet the requirements foreseen from the article 44-bis, paragraph 1 of the d.P.R. 334/2004.

Against this decision, you can eventually file an apeal before the " T>A.R del Lazio", within 60days of this action.

The apeal must be notified, under penalty of invalidity, (ex art. 144 c.p.c and art. 11 R.D. N.1611 of 1933), to the competent state Attorney (Avvocatura dello stato)." i don;t know whatit mean by articolo

Airport transit visa
Dear sir,

I am pakistan national and have single entry short stay Schengen visa and will be traveling from DXB-FCO-JFK-MXP-DXB
and would like to take stop over  on return from JFK- MXP stay at Milan is about 7 days then to travel Dubai

Kindly inform me  can I travel on this condition because i have only single entry schengen visa, our travel agent told me that do not required Visa  from Dubai-JFK via Rome and you have already schengen visa so it is enough for the above traveling.
