Palestinian Refugee Question
November 25, 2012

I am a student of the De La Salle-College of Saint Benilde, School of Multidisciplinary Studies, Consular and Diplomatic Affairs Program, 2544 Taft Avenue, 1004 Manila (inquiries@dls-csb.edu.ph). In connection with my paper in Comparative Government entitled “Resolution of the Refugee Question: A Comparative Study of the Israeli and Palestinian Positions,” I would like to get the official position of the Israeli government on the following:

1. Permanent Status Negotiations: Since the Oslo Accord of 1993 was signed, talks for permanent status have reached an impasse. What confidence-building mechanism should be put into place in order to restart the negotiations?

2. Two-State Solution: What are the parameters acceptable to your government? Will the pre-1967 borders considered? What is the stand of the Israeli government on the suggestion that Jerusalem be placed under an international mandate (United Nations)? What is the Israeli government’s stand on the move of the Palestinian National Authority to seek state status with the United Nations?

3. Right of Return or Repatriation: Is your government open to the possibility of the right of return of relatives of Palestinians who have chosen to stay in Israel? Will your government accept repatriation of refugees to a future State of Palestine?

4. Demographic Concerns: What are the particular demographic concerns of the Israeli government with allowing the return to Israel of all refugees displaced during the 1947-49 conflict, granting that said refugees will accede to Israeli citizenship?

5. Compensation: What does the Israel government propose as an acceptable compensation package to Palestinian refugees of the War of Independence (1947-49) and the Six-Day War (1967)? Will a similar compensation package for Israeli refugees who were likewise displaced from Arab countries during the 1947-49 conflict be considered?

6. Border Security/Economic Embargo: Is there a possibility that the Israeli government will ease travel restrictions and lift the economic embargo, particularly on medical supplies and basic commodities for those in the Gaza Strip and the West Bank areas, to ease the plight of the Palestinian refugees?

7. Jewish Settlements: What are the plans of the Israeli government regarding these settlements?

8. Violent Conflicts: Given the violent conflicts that have taken place over the decades, including those that happened within the month, is the Israeli government confident that permanent peace will take place in the foreseeable future? What measures must be undertaken to make this a reality?

I've been in the Israel embassy this afternoon because i had received this appointment message at 1:00 pm. and because i don't want to be late and i want to make it done as soon as i can, i been there as early as 11:00 am knowing that 1:00 p.m in the message 2:00 pm in the embassy and with all the security process I've done until the last process which is the most worst happened that they don't accept my papers just because i don't have my passport with me. I know its the SOP but i think a consideration should be done since its my own papers, and i have the photocopy om my own passport and a government cert. with my picture and identification written!
Now, i hate myself!!
