This place is not real
Ireland currently has no consulate in Cardiff. It was shut in 2009, and has not been reopened. Any consular queries you have should be directed to the embassy in London.

I mean this tel no does not exist. Irish embassy are always too busy to take calls. What can I do living in Wales? Can I apply with an Irish address when I go over?TO SAVE THIS hassle?

How?
How can I contact the visa section in Cardiff to get information regarding a visitor visa for a Thai national. She has a British visa for three years and a Shengen visa for two weeks. We have called the numbers suggested to no avail!
