Which is the closest Consulate/Embassy where I can apply for an Indian Tourist Visa? I am an American citizen living in Albania. Thank you!
Dear Sir \ Madam
I would like to have some information about applying for a Master degree in one of the Universities of Mumbai in India. I would like to know the necessary documents needed for the matter.

The Consulate does not process VISAs. You need to download an application form and send your passport via return DHL to the Indian Embassy in Bucharest (Romania)
