A cheater company in Kampala.

In Kampala there is a company named Teckser Uganda Ltd. is cheated me the company appointed me as service engineer, in Feb.2008. On contract of 2 years. The company settled an amount as offshore salary, which they have sent to my Indian bank account.
The company fixed a local salary also in Ugandan shillings.
Company has given me the local salary every month but they have not given my offshore salary, whenever I asked about the offshore salary they have given a small part of it.
In 2010, they have not given any offshore salary to me. Through this letter I want to inform people in India be aware of this company. The owner of this company is a cheater he cheated his customers in Uganda. He is cheated his local Ugandan staff
The owner of this company has no proper license from UNBS to work on weighing machines.

Inquiry abt Short term Training courses
Hello Sir/Madam,
I am called Ssebugwawo Athanasius, 27 years old Ugandan and a holder of a second class upper Degree in Engineering. Yesterday, I got a writeup with a list and application forms for fully sponsored short term training courses in various institutions in India.
That writeup indicated that selection was to be based on first come first served basis and that it was important to apply a month prior to commencement. However, I am interested in a course whose start date is 26th Feb and the earliest I can submit the application with all sections filled including the medical form is Monday 14th Feb 2011.
Therefore, Kindly advise me on what to do.
