Question about overseas study in India

For consular legalization/certification
Dear Sir/ Madam,
My name is Hang. I’m working for Hoa Tho Textile - Garment Joint Stock Corporation. There is Indian QC working in Hoa Tho.
He need to ask the labour license for extending visa in Vietnam. When we prepare docx, the government ask us to make consular certification.
Could you pls send me the instruction and forms for asking consular certification?
Do we have to submit the docx directly in Indian embassy in Ha Noi or we can send by mail?

Dear Sir,
I am Harish Semwal from India. Passport Number: H7182243. My home address in India is: Village: Bhatgoan. Post Office: Dhopardhar, Bhilang, Ghanshali, Teheri Garhwal, State: Uttarakhand.PIN: 249155.

The Broker of human Trafficking: Mr. Jai Prakash. Birth Day: 04/10/1987, Passport No: G8673859, Shyampur, Post Office: Ambiwala, Premnagar, State: Uttrakhand. Passport issued at: Bareilly. Uttarakhand.
Mr. Jai Prakash have given his contact address at Ho Chi Minh City as : Mumtaz Indian restaurant, 226, Bui Vien, HCMC, Vietnam.

I am a cook by profession. I was working in India as a cook. Mr. Jai Prakash invited me to work in Vietnam as cook and asked me to Pay Rs.100,000/(USD-2,000) to his brother in law at India as broker charge. I paid Rs. 100,000/- (2,000USD) to his brother in law. The conditions were stated that I will work in a restaurant as cook and they will pay me USD 300 per month as Salary. And they will do my work permit or VISA on right time by which I can work legally in Vietnam.

I arrived in HCMC on 20th January2012. Then on 21st January, I went to Nha Trang to work as a cook at Mughal House, Nha trang. Then they don’t pay me salary on right time. When my Visa was going to expire, I left that job and made my VISA by myself.

I talked with the broker- Mr. Jai Prakash who had bring me from India and he did not respond to me. He even never bothers to assist me in preparing my VISA or work permit. So I prepare my VISA by myself. Then I ask him to pay back my VISA expenses and he did not pay me back rather threated.

Then I told him that I will bring this information for human trafficking at Vietnam police station, Vietnam immigration and Indian Embassy.Then he told me that go where ever you go. Nobody can do anything to me. I am really in high pressure and disappointed. I lost money (USD-2000, broker charge) and I lost almost nearly one year. And Mr. Jai Prakash is using Vietnam Land as his business for Human Trafficking and illegally earning money.

I am going back to India next week. I here with request Indian Embassy at Vietnam not to give scope to promote exploitation of poor people like me who come here to earn only USD-300 per month and finally cheated by the Indian broker.

Once again I request you to kindly take appropriate legal action on Mr. Jai Prakash using Vietnam for his human trafficking activities otherwise in future Vietnam will be blamed as human trafficing launch pad.
