I have invitation letter for treatment ,and , every thing OK but I can't make interview date in German Embassy in Libya

I am planning to travel Germany by 1st week of August, 2012. I have completed my visa application through onle and got the print out needs to submit to the German embassy in Tripoli, Libya.
I am facing problem for appointment.

i present mybest regards for germany intervention to help libya and libyen to be freedom from gaddafi terrorism, as a tunisian i had to respect such act from NATO and their deeply human senses even what they suffer from umbalanced economie inside thier country
finelly all arabic poeple had to learn europeen developpement and we had to colloborate kindfully and higestly to have a good result between arabic and europeen lands.
all my respect to germany developpement and organisation.
can i get visa from tunisia i am libyan student, i am Sponsored by libyan embassy in germany
As the German Emabssy in Libya/Tripoli is closed. Can i apply for the German visa from Tunisia?
