I am a German citizen living in California, going on a cruise to Mexico, do I need a tourist card.?

My name is Brian Kaess, a U.S. Disabled Veteran living in Durango City, Mexico. My e-mail is bkaess@live.com . My dad Gerd Edwin Paul Kass (umlaut over the 'a') was born in Heutingsheim, Germany, (now Freiberg Am Neckar) on Jan. 9, 1947. I am his 1st born son. I was born Brian Paul Kaess in Chicago, IL, USA, on Oct. 24th, 1967, the first of two identical male twins. My twin brother is Garret Thomas Kaess.
Am I elligible for German Citizenhip under German Nationality Law? It appears so after I read wikipedia. My father was born in Germany. I have his German birth certificate and my USA birth certificate. I may visit your Consulate in Mazatlan if I get a chance this year. Let me know if I am eligible or what additonal paperwork/requirements there are?
