about an appointment for visa

My sister, Truc has a daughter who was adopted by a German couples. Truc would like to know how her daughter living in Germany. She does not have any current information about her daughter. Here are some details of her daughter: "Duong Thi Bich Hang, who is 23 years old now. She had left vietnam since 1997 at Huynh Van Banh st Phu Nhuan district, Saigon. Her mother's name is Vo Thi Truc 1979. Hang was adopted by German couples. The husband is a psychologist in Germany".
Please help my sister to have some information about her daughter.

I am living in Vietnam seit last year 4-2011 up to now, but i have German Passport. Can you tell me, how long i can stay in Vietnam if i want.Do i nees come back to germany every year or 2 years... can you help me.
