Awaiting overdue passport
I applied for and paid for a passport on October 21, 2011 and was told it would be mailed to my home in 6 weeks. It has not yet arrived and my emails to the German Consulate in Chicago have gone unanswered. I can not track the passport as I have no proper receipt number....only the credit card receipt I was given when I paid for the passport. How can I find out when I might get my passport?

My Mom has a green card with an iraqi passport , she wants to visit germany, does she need a visa ? if she needs it what she has to take to embassy to get a visa.

Yes, you need a passport. You may also need a German/Schengen visa, depending on your nationality.

The green card is officially irrelevant except when you are returning to the USA, though it may help make the case for your German visa application, if required.

My mother-in-law is visiting from Germany using her passport and would like to extend her visit beyond the 90 day limit if possible. Is it possible for her to apply for a B2 visa while in the U.S.? Or is their some other possible solution?
