I don't know if you can assist me, but my wife and I are travelling through Norway for two months, then down to Germany to apply for working holiday maker visas. However, it has seemingly become difficult if not impossible to do this due to changes to the Anmeldung registration process which now require a rental agreement or landlord to sign the form (highly impractical for travellers). So my question is- is there any possibility of applying for our German working holiday maker visas at a Norwegian consulate prior to going to Germany?
