I am Iraqi and now live in Iraq/Erbil .I want to get visit visa to Germany.Can I go and ask the German Embassy in Istanbul,or I must go to ankara German Embassy only?

I would like to make a touristy tour to Germany with my doughtier
MEDIA, we have invitation paper from my brother D¬r Nuri, Tarik Raouf,( he has German Nationality since 1963 and he is working as a medical doctor their), for both of us which issued at March,30th2011, Now would you kindly tell me as soon as possible:
1: The conditions and system for taking Visa.
2: Would you fixing appointment for us to coming to Ankara for taking German Visa.
3: The necessary and require things ( papers ) which must be bring with us.
