ALI- His questions dt 12th and 13th instant
Sir. Please see the note below this wetbite. It is neither operated by the french consulate general nor necessarily seen by the staff. It is a forum in which the public are invited to share their experiences with the French consulate general - obtaining visa and other services, locating the building, and so on,
If your father has no birth certificate, nothing prevents you to file a case before a competent court having jurisdiction over the place of his birth and get the certificate of his birth from the concerned registrar of births, upon court order. You are also at liberty to get an appointment at first with the etat civil of the CGF at Pondichery and enquire whether an affidavit in lieu of birth certificate is admissible. Please act according to their advice, Yous sincerely,
Shankar

Shankar- Suggestions
Sir, You state that your mother was born in 1957 and her father in 1948.There is only a gap of 9 years, So the year of birth of your maternal grand father is not correct. It seems that you claim for the Certificte of french nationality as a legitimate son born to a french mother, ie by maternal filiation. You are silent on the effects of the Franco-Indian treaty 1956 regarding the cession of french India to Indian Union w.e.f 16.08 1962. It imposed a condition of option to french citisens born in french India aged 18 years complete and domiciled eiher in French India or in Indian Union, Accordingly those who subscribed in the French consulate general of France in Pondicherry during the period of six months from 16.8.962 to 15.2.1963 inclusively a declaration of option have conserved their french nationality, Other french citizens lost their french nationality and became Indians. For the minors who could not opt, their fathers were asked to include at their choice in their declaration of option the nams of their children to conserve the french nationality, I don't know why you have not given the details of your father about his place of birth and nationality, He is an importasnt person in your case of french nationality. Finally I advise you to see the questions and answers regarding others in this web site. This will be useful to you. Yours sincerely

Mr. Ali- Reply to his question dt 13th instant,
Sir, you can at first approach the etat civil of the CGF in Pondicherry for transcription of your parents'
marriage and for delivery of Livret de famille. If they refuse, they will state the competent DGF in India. It may be the CGF at Bangalore. Yours sincerely

MR.DEVAMANIRAJ - Subject. french nationality
Sir, French India was merged with Indian Union by franco-indian treaty of 1956 which came into force on 16,8.1962 Under this treaty all rench citizens whether male or female, born in Fr. India and domiciled either in French India or in Indian Union and having completed the age of 18 years were required to subscribe in the French consulate general in Pondicherry a declaration of option to conserve the french nationality. As such if your paternal grand father or in case of his death, your paternal grand mother, or in case of his death, your fathe's legal gusrdian subscribed the said declaration of option within the period of six monts from 16.08.1962 to 15.2.1963 and included your father's name in the said declaration, your father will conserve the french nationality.
